This Funding Opportunity Announcement (FOA) is a part of NIDAs Racial Equity Initiative (REI), a multi-year, multi-pronged effort to eliminate racial inequities in NIDAs workplace, scientific workforce, and research portfolio. The purpose of this initiative is to stimulate new observational and intervention research on structural factors, organizational practices, policies, and other social, cultural, and contextual influences that lead to inequities at the intersection of HIV and substance use among underserved racial/ethnic populations affected by persistent HIV disparities. Research that addresses the multiple dimensions of individuals identity (e.g., race, ethnicity, gender, sexual orientation, gender identity) and social systems as they intersect with one another is encouraged.

Data Standards for Tobacco Research and Scientific Review Phase 2

To support high-quality tobacco research, streamline scientific review, and evaluation, and ultimately, improve public health outcomes related to tobacco use, the Center for Tobacco Products (CTP) at the Food and Drug Administration (FDA) is welcoming applications for data standards and terminologies development projects. The primary objective is to support open, consensus-based, data standards for use in studies of tobacco products. Secondary objective is to promote and educate federal regulators, tobacco industry, and global organizations on the use of standardized data to facilitate data sharing, integration, and analysis. Projects may focus on solutions to data standards and terminologies development and implementation challenges and/or on specific concepts, domains, or areas where standardization is needed.

NeuroNEXT Clinical Trials (U01 Clinical Trial Optional)

This FOA encourages applications for exploratory clinical trials of investigational agents (drugs, biologics, surgical therapies or devices) that may contribute to the justification for and provide the data required for designing a future trial, for biomarker validation studies, or for proof of mechanism clinical studies. Diseases chosen for study should be based on the NINDS' strategic plan and clinical research interests (www.ninds.nih.gov/funding/areas/index.htm). Successful applicants will be given access to the NeuroNEXT infrastructure. Following peer review, NINDS will prioritize and order trials that are given access to the NeuroNEXT infrastructure. The NeuroNEXT Clinical Coordinating Center (CCC) will work with the successful applicant to efficiently implement the proposed study. The NeuroNEXT Data Coordinating Center (DCC) will provide statistical and data management support. NIDA Animal Genomics Program (U01 Clinical Trial Not Allowed)

The purpose of the NIDA Animal Genetics Program is to identify genetic, genomic, and molecular (epi)genetic variants that underlie: 1. Phenotypes associated with addictive behaviors and/or vulnerability to distinct stages along the substance use disorder (SUD) trajectory (e.g. initial/acute use, escalation of use, acquisition of tolerance, dependence, uncontrolled use, abstinence and relapse or recovery); 2. Behaviors associated with SUD (e.g. impulsivity, novelty seeking, delayed discounting, and other genetically-associated phenotypes); and 3. Comorbidities that demonstrate genetic correlations with phenotypes and behaviors linked with SUD (e.g. anxiety, stress, poor maternal care, social defeat, and other paradigms). Applications may examine any type of variant, including single nucleotide variants (SNVs), indels, large and small structural variants, and all types of mobile DNA. NIDA encourages applications that take genomics, multi-omics, and/or data-based approaches that integrate multi-level omics data, delineate gene networks, and/or uncover the function of known or newly discovered genetic or epigenetic variants. NIDA expects these studies to uncover novel mechanisms that contribute to SUD and facilitate the discovery of targets for intervention and guide the development of individualized therapeutics to treat these different aspects of SUD.

Pragmatic Trials for Dementia Care and Caregiver Support (R61/R33 Clinical Trial Required)

This Funding Opportunity Announcement(FOA) will support pragmatic trials within Stage IV of the NIH Stage Model to improve dementia care across multiple dementia care settings that will: (1) be designed to address practical comparative questions faced by Alzheimers disease (AD) and AD-related dementia (ADRD) patients, clinicians, and caregivers (both paid and unpaid); (2) include broad and diverse populations; and (3) be conducted in real-world settings with adequate sample size. These trials are intended to produce results that can be directly adopted by healthcare providers, patients, or caregivers for rapid dissemination and implementation. NINDS Exploratory Clinical Trials (UG3/UH3 Clinical Trial Required)

The purpose of this Funding Opportunity Announcement (FOA) is to encourage grant applications for investigator-initiated exploratory clinical trials to the National Institute of Neurological Disorders and Stroke (NINDS). The trials must address questions within the mission and research interests of the NINDS and may include Phase 1 and 2 studies of drugs and biologics, feasibility studies of devices, and early studies of surgical, behavioral or rehabilitation therapies. All exploratory trials must contribute to the justification for and provide some of the data required to inform a future trial to establish efficacy (such as a Phase 3, Phase 4 or Pivotal trial). This FOA uses the UG3/UH3 mechanism. Only projects that provide satisfactory progress in the UG3 phase may move to the UH3 phase, as outlined below. For a drug, biologic or device that has not completed a Phase 1/Early Feasibility trial: The UG3 mechanism will be used to plan and execute the Phase I trial(s). If Phase 1 trials are successful, the UG3 will also include the planning phase of a Phase 2 trial. The UH3 mechanism will then support the execution of the Phase 2 clinical trial. Transition to the UH3 will depend on successfully reaching agreed upon milestones. For a drug, biologic or device that has successfully completed the Phase 1/Early Feasibility trial(s), do not use this FOA. Instead use the Companion FOA XXX. NINDS Renewal Awards of SBIR Phase II Grants (Phase IIB) for Clinical Trials and Clinical Research (R44 Clinical Trial Optional)

(Reissue of PAR-18-665) This Funding Opportunity Announcement (FOA) encourages Small Business Innovation Research (SBIR) applications from small business concerns (SBCs) that seek additional funding to support clinical trials for projects that were previously funded by NIH SBIR and STTR Phase II awards. The projects must focus on products related to the mission and goals of the National Institute of Neurological Disorders and Stroke (NINDS) and may evaluate drugs, biologics, devices, or diagnostics, as well as surgical, behavioral or rehabilitation therapies. Since conducting the clinical trials needed for commercialization may be capital-intensive, the FOA aims to facilitate the transition of SBIR Phase II projects to the commercialization stage by promoting partnerships between NIH's SBIR/STTR awardees and third-party investors and/or strategic partners. Consistent with the goals of this funding initiative and as required by the SF424 instructions for all SBIR Phase II applications, applicants must submit a Commercialization Plan, which should include details on any independent third-party investor funding that has already been secured or is anticipated during the project period. It is expected that the level of this independent third-party funding will equal or exceed the NINDS funds being requested throughout the SBIR Phase IIB project period.

Notice of Intent to Publish a Funding Opportunity Announcement for Diagnostic Centers of Excellence (X01 Clinical Trial Not Allowed)

Established by the National Institutes of Health (NIH) Common Fund in 2013, the Undiagnosed Diseases Network (UDN) is a network of NIH intramural and extramural researchers and clinicians whose primary goals are to use team science to improve the diagnostic journey for patients with undiagnosed diseases and to catalyze research into unknown disease mechanisms. The UDN also aims to promote the use of genomics data in disease diagnosis and to share data and approaches widely throughout the scientific community. This highly successful Common Fund program will end in July 2023.. To have a broader impact on the clinical practice of undiagnosed diseases in the US, the NIH envisions the UDN evolving into a larger, self-sustained network that, with public and private partners, can provide expert diagnostic services for diverse populations across the nation and foster scientific discovery. To assist in the transition towards sustainability, the NIH intends to fund a Data Management and Coordinating Center (DMCC) to provide coordination, infrastructure, data management, and clinical research support to clinical sites with expertise in diagnosing challenging and difficult-to-diagnose diseases (see related Notice NOT-NS-22-071). A Funding Opportunity Announcement (FOA) to solicit applications for the DMCC is expected to be published in spring of 2022.. This Notice informs the research community that NIH intends to publish a program announcement that solicits proposals from highly qualified clinical sites in the US to join the new network through an X01 Resource Access Program award. Successful applicants will demonstrate that they have the appropriate infrastructure, expertise, and resources needed to conduct the clinical evaluation and DNA sequencing of participants enrolled at their sites (described in more detail below). Accepted sites will be designated as a Ôř?Diagnostic Center of Excellence (DCoE)Ôř? and have access to DMCC resources and infrastructure including access to high-quality phenotypic and genotypic data and collaboration with highly skilled physicians, researchers, and bioinformaticians. DCoEs will be invited to submit their most challenging, unsolved cases for acceptance into the network, and partner in their evaluation with the networkÔř?s virtual case review committee(s), which will be coordinated by the DMCC. To qualify as a DCoE, each site will be expected to enroll a minimum of 5 participants per year, although some sites may have the capacity to enroll more participants. Unlike current UDN operations (see: UDN Manual of Operations), a DCoE may choose to specialize in an area of clinical practice (e.g., pediatrics, neurology, cardiovascular, immunologic, environmental insults, etc.). Although DCoEs will not receive direct NIH funds through the X01 mechanism, participating sites will have the opportunity to apply for small amounts of funds each year administered by the DMCC to support site coordination associated with data sharing and small, exploratory research projects needed to facilitate a participantÔř?s diagnosis (e.g., gene function studies in model organisms and non-routine clinical genomics or metabolomics investigations in the range of $25-50K Direct Costs per project). Clinical Trials Development for Co-Occurring Conditions in Individuals with Down syndrome: Phased Awards for INCLUDE (R61/R33 Clinical Trial Required)

The NIH INvestigation of Co-occurring conditions across the Lifespan to Understand Down syndromE (INCLUDE) Project seeks to improve health and quality-of-life for individuals with Down syndrome. This Funding Opportunity Announcement (FOA) encourages Exploratory/Developmental Phased Innovation (R61/R33) grant applications to support development of clinical trials to treat critical and co-occurring health conditions in individuals with Down syndrome. The proposed research aims should be milestone-driven. The total project period for an application submitted in response to this FOA may not exceed five years. Notice of Intent to Publish a Funding Opportunity Announcement for Research on Community Level Interventions to Prevent Firearm and Related Violence, Injury and Mortality

The National Institutes of Health (NIH) intends to publish one or more Funding Opportunity Announcements (FOAs) to invite applications for community and community organizational level interventions to prevent firearm and related violence, injury and mortality. Applications will be encouraged to include multiple levels of intervention and/or multiple sectors (e.g., health, education, justice) when appropriate and to be developed in partnership with communities and/or community organizations. Given that violence and suicide have a number of causes, NIH will take a comprehensive approach to studying these underlying causes and evidence-based methods of prevention of injury, including crime prevention. All applicants will be expected to fulfill requirements around open data, open code, pre-registration of research projects, and open access to research articles. Funded awards will support ideologically and politically unbiased research projects. Applications are not being solicited at this time, but NIH plans to publish one or more FOAs in December for funding to begin in FY 2022.

Notice of Intent to Publish a Funding Opportunity Announcement for Somatic Cell Genome Editing Translational Coordination and Dissemination Center (U24, Clinical Trial Not Allowed)

The Somatic Cell Genome Editing (SCGE) program from the NIH Common Fund intends to issue Funding Opportunity Announcements (FOAs) for the second phase (FY2023-2027) of the program. In Phase 2 the SCGE program will accelerate the development of genome editing therapeutic agents by: facilitating Investigational New Drug (IND) application enabling studies; establishing pathways to regulatory approval; and disseminating successful strategies for initiating first in human clinical trials.. SCGE Phase 2 will include four FOAs; 1) an initiative for the development of technology/assays that support IND-submissions, 2) another for optimizing genome editing-based therapeutic leads for safety and efficacy, 3) a platform clinical trials initiative using genome editing therapeutics for more than one disease, 4) and a Translational Coordination and Dissemination Center (TCDC). Together these initiatives will comprise a consortium that will accelerate the optimization of promising clinical candidates toward IND filings and first in human clinical trials.. Pilot Effectiveness Trials for Post-Acute Interventions and Services to Optimize Longer-term Outcomes (R34 Clinical Trial Required)

NIMH seeks applications for pilot effectiveness projects to evaluate the preliminary effectiveness of therapeutic and service delivery interventions for the post-acute management of mental health conditions that are matched to the stage of illness in terms of both their focus (e.g., consolidating and maintaining gains from initial treatment, managing residual symptoms/impairment, preventing relapse, promoting adherence and appropriate service use) and intensity/burden. In this pilot phase of effectiveness research, the trial should be designed to evaluate the feasibility, tolerability, acceptability, safety, and potential effectiveness of the approach; to address whether the intervention engages the target(s)/mechanisms(s) that is/are presumed to underlie the intervention effects; and to obtain preliminary data needed as a pre-requisite to a larger-scale effectiveness trial (e.g., comparative effectiveness study, practical trial) designed to definitely test the effectiveness of interventions to improve post-acute outcomes. This FOA supports pilot effectiveness research to evaluate the feasibility, tolerability, acceptability, safety and preliminary indications of effectiveness of post-acute phase intervention approaches and inform the design of definitive effectiveness trials. Cooperative Agriculture

The objectives for the use of cooperative agriculture in the National Wildlife Refuge System (NWRS) are: production or modification of specific cover types or growing methods that meet the life history requirements of species for which we have established objectives (e.g., waterfowl production); production of foods for wildlife species for which we have established objectives; and/or maintenance, rehabilitation, or reestablishment of natural habitat. Cooperative agriculture is when a person or entity conducts agricultural practices on NWRS lands in support of the Service conservation and resource management objectives and there is substantial involvement between the Service and that person or entity. The NWRS uses cooperative agreements, known as Cooperative Agriculture Agreements (CAAs), as the legal instruments to formalize the agreement between the Service and the program participant. The cost-sharing of a person or entity in cooperative agricultural on NWRS lands can vary depending on the needs and objectives of the particular NWRS land. For example, the Service may provide the cooperator with the right to perform agricultural practices on NWRS land and a percentage of any resulting crop yield, as well as the ability to use Service water, equipment, and/or refuge staff. In exchange, the cooperator may provide the Service with labor, equipment, and materials; a percentage of any resulting crop yield; and/or maintenance, rehabilitation, or reestablishment of specific habitat conditions on NWRS lands. In addition to or instead of cost-sharing, the Service may accept bids for payment for the person or entity agriculture use (e.g. haying or grazing) on NWRS lands in compliance with the Refuge Revenue Sharing Act. This is a nonfinancial assistance program. No Federal funds are obligated or awarded to program participants. . . This program is excluded from coverage under 2 CFR 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. The program will post an annual Notice of Participation Opportunity on Grants.gov. The annual notice will provide a link to the NWRS website where individual cooperative agricultural opportunities will be posted as they become available (https://www.fws.gov/refuges/whm/cooperativeAgriculture.html/).. . Individual cooperative agriculture opportunities will also be advertised through other national, regional, and local outreach channels as determined by the Service to be appropriate.
